I can't speak for Commander Hay, of course, but I have the occasional memory from about two years old onwards. Some of them even have context. Commander Hay might have early memories that don't make much sense to her as an adult.
I love Commander Hay! I look forward to ever page where she will appear. She is one of my many favorites in the St Mary's / Time Police world.
